Biography
Executive Director
Mr. William Carty

Mr. Bill Carty joined Marine Forces Command (MARFORCOM) as Executive Director in July 2022. MARFORCOM commands active component service-retained operating forces, executes force generation in provisioning joint capable Marine Corps Forces, and directs deployment planning and execution of service retained operating forces in support of Combatant Commander and service requirements.

He was appointed to the Senior Executive Service (SES) in July 2012 and entered civil service in 1994.

Prior to his current assignment, Mr. Carty was the Deputy Commander for Corporate Operations and Total Force Management at Naval Sea Systems Command (NAVSEA) responsible for command-wide corporate operations and total force management for a workforce of more than 85,000 personnel.

Mr. Carty’s first SES assignment was the Assistant Commander, Chief Management Officer at the Naval Facilities Engineering Command (NAVFAC) responsible for total force planning, management and business operations for a workforce of more than 19,000 personnel.

Mr. Carty was the Director of Transformation / Efficiencies in the office of the Deputy Under Secretary of the Navy / Deputy Chief Management Officer (DUSN/DCMO). He led efforts to identify and quantify departmental efficiencies and transformative initiatives across the US Navy and US Marine Corps.

Mr. Carty served in the Commander, Navy Installations Command (CNIC) enterprise first at the headquarters in Washington DC in the Total Force Manpower Office and then at Navy Region Europe, Africa, Southwest Asia located in Naples, Italy briefly as the Director for Strategy and Future Requirements and then the Executive Director. In the latter role, he served as the principal deputy to the Commander and was the command’s senior civilian.

Prior to moving to CNIC, Mr. Carty worked at the Military Sealift Command (MSC) headquarters. While at MSC, Mr. Carty worked as a mechanical engineer in various roles, both at the headquarters and in the field, supporting a diverse spectrum of maritime operations for the US Navy, Department of Defense, and other government agencies.

Mr. Carty is a graduate of the US Merchant Marine Academy with a Bachelor of Science degree in Marine Engineering Systems, and of the George Washington University with a Master of Science degree in Engineering Management. He is the recipient of two Department of the Navy Superior Civilian Service Awards.
